What are some good warming up tips to get the guy I want to notice me to notice me?

There was this guy in my American Government class that was pretty quiet when I was a junior. I wish that I had had the nerve then to go up and talk to him. But, by the time I did, he had already graduated a semester early. So, this year with prom coming up, I'd like to ask somebody that I think is really nice and I can't tell if he has a girlfriend or somebody that he's already thinking about taking to prom. Since he's pretty new to our school my friend's haven't really given me much to go on. I think that I'll just ask him to come to a party first. What else can I do to get him to start noticing that I'm on the face of the Earth?
