Finding an authentic dress from that period is NOT going to happen, but they do sell dress patterns, if you search "Victorian dress patterns" or "Victorian ball gown patterns" In addition, you're also going to need a hoop skirt, between 120" and 160" diameter to hold it up (There's an Ebay seller that sells them for just under 20, and that's the cheapest I've ever seen them.
