there's gothic prom dresses at heavyred.com or dracinabox.com. they may not be 'official' goth prom dresses..but then prom isn't very goth in the first place.

Prom doesn't HAVE to be a DRESS. Buy a corset and long skirt combo or have the perfect skirt made to go with your best corset. Expensive yeah but I am getting the dress I love at a good price... (My date is crazy insane about the material...) Try it that way it is made for you! I am going to sell mine on ebay once I can't fit it anymore.
