How should I make the top

I'm making my dress. I can't pick a design for the top. I have a floor long skirt that will work fine because it is made of satin. I'm about 5'1" and busty. I'm starting ahead of time, my prom is next year, but I've got to look good, right? I'm not into the sleevesless dresses. What should I do?
